Town Council Agenda staff reports are available on the Town's website (www.townofwindsor.ca.gov). If an Agenda item has not been highlighted, no written report is available. (Please note that some reports may be large documents that require a long loading time.) The agenda and staff reports will be available for public review at the Civic Center, 9291 Old Redwood Highway, Building 400, at least 24 hours in advance of the meeting.
In compliance with the Americans with Disabilities Act: If you need special assistance to attend or participate in a Town Council meeting, please contact the Town Clerk's office at townclerk@townofwindsor.ca.gov. Notification at least 48 hours prior to the meeting will assist Town staff in ensuring reasonable accommodations are made to provide accessibility to the meeting.
As a public service to the community, Town Council meetings are held in-person, and viewable through a live webcast on Zoom, at https://townofwindsor.zoom.us/j/89338659973 or by dialing 877-853-5247 and entering Zoom Webinar ID: 893 3865 9973, televised on Comcast Cable Channel 27, on AT&T U-verse Channel 99 and live webcasted at http://townofwindsor.ca.gov/721/Agendas-Minutes-Videos. If a technical issue arises with Zoom video or the listening phone dial-in option, the Town Council meeting will continue unless a Councilmember is participating remotely pursuant to the provisions of Government Code Section 54953.8.3.
Providing Public Comment During the Meeting
Members of the public who wish to address the Council, by providing public comment, during the meeting must do so in-person in the Civic Center Council Chambers at 9291 Old Redwood Highway, Building 400 in Windsor, where the meeting is being publicly held. As an alternative, members may also provide written public comment submitted via email to: towncouncil@townofwindsor.ca.gov, please submit them by 12:00 p.m. on the day of the meeting.
If a Councilmember participates from the meeting in another location that is listed on the agenda, the public may attend and provide comment only at the in-person meeting locations listed. If a Councilmember participates remotely for “just cause” under California Government Code Section 54953.8.3 and no remote location is listed, the public may attend and provide comments on Zoom.

The public is advised that pursuant to Government Code Section 54957.5 all writings and supplemental materials submitted to the Town Council are public records and will be made available for public review, unless otherwise exempt from disclosure, on the Town's website at www.townofwindsor.ca.gov, or by email upon request. Members of the public wishing to speak to the Council on any Consent Calendar item or any item not listed on the agenda may do so at this time. Pursuant to the Brown Act, the Council is not allowed to consider issues or take action on any item not listed on the agenda during this period. Each Public Comment is normally restricted to three (3) minutes in length.

Zoning Text Amendments for Personal Storage Facilities
Hold second reading, by title only, and adopt an ordinance amending the Town of Windsor Zoning Code to prohibit the establishment of new personal storage facilities and allow the on-site expansion of approved, existing personal storage facilities.
Approval of Agreement with Sonoma County Community Development Commission for Management of the Mobile Home Rent Stabilization Ordinance
Approve agreement with Sonoma County Community Development Commission for Management of the Mobile Home Rent Stabilization Ordinance and authorize the Town Manager to execute said agreement on behalf of the Town.
Acceptance of Work for the Wild Oak Water Services Replacement and Pavement Preservation Project
Adopt a resolution accepting the work performed by Argonaut Constructors, Inc. for the construction of the Wild Oak Water Services Replacement and Pavement Preservation Project and directing the Town Clerk to record a Notice of Completion.
Treasurer’s Quarterly Investment Report
Receive the Treasurer’s Quarterly Investment Report for the quarter ended March 31, 2026.

Second Extension of the Urgency Ordinance – Moratorium on Personal Storage Facilities
Adopt an urgency ordinance, making findings and extending the temporary moratorium on the establishment of new and expansion or relocation of existing personal storage facilities within the Town of Windsor for a period of twelve (12) months, to become effective immediately.

Renewal of Automated License Plate Recognition Contract
Approve the renewal of the Automated License Plate Recognition (ALPR) contract with Flock Safety for 25 cameras, in an amount not to exceed $75,000 per year for a term of up to three years, for a total not to exceed amount of $225,000, and authorize the Town Manager to execute the contract to continue operation at strategically selected intersections throughout the Town of Windsor.
Introduction of an Ordinance Repealing and Updating the Town of Windsor's Purchasing Policies and Procedures
Introduce and hold first reading, by title only, an ordinance repealing the existing Town of Windsor Municipal Code Title 1, Chapter 6, Article 1 in its entirety and replacing with new Purchasing Ordinance Sections 1-6-100 through 1-6-145.
Updated Fiscal Governance Policies
Adopt the following resolutions approving the Town’s updated fiscal governance policies and direct staff to incorporate them into the consolidated Fiscal Policies and Administrative Procedures Manual:
1. Adopt a resolution adopting the Town Council Budget Policy and directing its inclusion in the consolidated fiscal policies.
2. Adopt a resolution adopting the Town Council Reserve and Fund Balance Policy and directing its inclusion in the consolidated fiscal policies.
3. Adopt a resolution adopting the Town Council Fiscal Resiliency and Long-term Planning Policy and directing its inclusion in the consolidated fiscal policies.
